The High Speed Two (HS2) Phase One Environmental Statement (ES) was published in November 2013. It has been supplemented by a number of additional volumes as further information has become available, and in light of proposed changes to the High Speed Rail Phase One Scheme. It is the intention of the Secretary of State to carry out the project so that its impact is as assessed in the ES. The Secretary of State will require the nominated undertaker to adhere to the arrangements provided for in the Environmental Minimum Requirements (EMRs) in designing and constructing the Phase One of High Speed Two Works.
As Network Rail shall be carrying out many works and diversions to the existing railway for this to happen, it shall be required to work under the requirements of the Hybrid Bill and therefore adhere to the EMR’s. Currently, the Network Rail processes and procedures do not allow for this.
Q Sustain Ltd is working with Mace to carry out a gap analysis and undertake a review of all the HS2 Environmental Minimum Requirements (EMR’s) and identify the gap between current Network Rail processes and policies against those required to satisfy those for HS2 under the Railway Act 2017.
